Financial Analyst II
The Indianapolis Metropolitan Planning Organization (IMPO) is seeking a detail-oriented and motivated Financial Analyst II to join our professional team. This role plays a key part in advancing Central Indiana’s transportation through assisting in the development of financial programming for the Transportation Improvement Program in coordination with INDOT and local public agencies. The position offers a dynamic mix of technical analysis, stakeholder engagement, and policy support, contributing directly to the region’s infrastructure investment and planning efforts.

- Solicit and collect project information from the Indiana Department of Transportation (INDOT), local public agencies (LPAs), and others for funding applications.
- Coordinate with INDOT and regional LPAs and assist Principal Planner II on specific project development process activities, including quarterly tracking and amendments.
- Assist with the biennial development of the region’s Transportation Improvement Program (TIP)
- Coordinate with INDOT, LPAs, and other personnel and use available resources to track program funds, issue grant funding, and ensure reconciliation of program balances at project close-out.
- Ensure timely and accurate tracking of annual allocation balances to ensure full obligation of annual allocation.
- Lead and assist with the assembly and presentation of TIP amendments for approval by the Transportation Policy Committee
- Present other TIP and finance-related information to the various IMPO committees and the public
Assist the Principal Planner II with the development, maintenance, and implementation of IMPO’s online TIP management software. - Assist the Principal Planner II with, and lead aspects of, the annual Call for Projects, review of policy compliance, and the review of applications and development of IMPO project recommendations.
- Assist the Principal Planner II with and lead aspects of various technical and policy initiatives, including project scoring criteria.
- Develop written Standard Operating Procedures and policies for IMPO’s Programming Section (with guidance from the Principal Planner II)
- Administer the IMPO Technical Assistance Program (IMTAP)
- Work with the leadership Team and the Engagement Specialist on the IMPO’s Title VI and ADA compliance process, as needed.
- Assist the Leadership Team with administration of IMPO’s procurement processes, as needed.
- Work with Principal Planners to provide research and technical assistance to other sections as needed to further economic development, planning, policy, graphic design, and administrative tasks.
- Perform other duties, as assigned.
The following qualifications represent the minimum requirements to competently perform the key responsibilities of this job in terms of educational background, work experience, licenses/certifications, or other knowledge, skills, and/or abilities.
Basic Qualifications:
- Bachelor’s degree in Public Finance, Accounting, Public Policy, Urban, Regional, or Transportation Planning, Public Administration, or related field
- 3+ years’ progressive experience in financial analysis, management, and monitoring
- Experience using financial management software.
- 2+ years’ experience analyzing financial data and generating relevant financial reports.
Preferred Qualifications:
- 3+ years’ experience in planning, grant management, public finance, or administration experience
- Highly motivated, self-driven individual with the ability to work without daily guidance.
- Strong analytical and problem-solving skills with high attention to detail

Expected Hours of Work: This is a full-time position reporting 37.5 hours per week. This position requires three in-office days per week and two optional remote days. Schedules are flexible but must include core hours of 9:30am to 3:00pm, Monday through Friday, with occasional evening and weekend meetings.
Travel Requirements: This position requires up to 10% driving and travel.
Physical Demands & Work Environment: This position functions in an indoor collaborative office environment that routinely uses standard office equipment such as computers, phones, and photocopiers. This position requires frequent sitting with occasional standing, sitting, bending, pushing, pulling, and/or stooping. This position requires the occasional exertion of up to 20 pounds of force to lift and/or move items.
This position has standard vision and hearing requirements. Work regularly requires participation in external meetings, both virtual and in-person. This position requires the ability to communicate with partner organizations and the public in traditional, public open house, or festival booth settings.
