Basic Function

Be a part of transforming Los Angeles County as Metro (Los Angeles County Metropolitan Transportation Authority) implements Measure M and more. Metro plans, designs, funds, builds and operates regionally- and subregionally-significant transportation initiatives in Los Angeles County. As one of the two Deputy Executive Officer in the Countywide Planning and Development Mobility Corridors unit, you would be part of the leadership team who manages the planning, designing, environmentally-clearing and public engagement processes for new and substantially upgraded transportation corridors. These corridors include Heavy Rail Transit, Light Rail Transit, Bus Rapid Transit, Active Transportation and Rail Connectivity projects. Right now, the department is working on 27 distinct corridors and segments of those corridors with a combined valuation exceeding $30 billion. Additionally, significant organizational management efforts are underway as part of implementing Metro’s Program Management Plan for Measure M. Example Of Duties

  • Directs employees who are conducting transportation/transit corridor feasibility studies, environmental clearance, and urban design of transit corridors
  • Directs staff in coordinating all aspects and projects related to specific major complex transportation modes, including coordinating with engineering, construction, legal, fiscal, outreach, art and communications
  • Directs the development and implementation of work plan goals, objectives, policies, procedures, budget, and work standards for assigned function, and monitors progress
  • Mentors and develops junior staff
  • Consults with and recommends to Metro management, Board of Directors, and municipal and transportation officials on the direction, progress, preparation, transportation policies and programs
  • Evaluates proposed/enacted legislation for impacts on Metro’s programs and projects
  • Interacts with and represents Metro before elected officials, business, professional, civic, government, and community groups regarding Metro’s plans, policies, programs, and services
  • Oversees project managers in directing the development of extensive transportation planning programs and studies, including evaluations of various alternatives for a project, conceptual design, cost-effectiveness, and environmental impacts
  • Directs the preparation of comprehensive studies, evaluations, cost estimates, and reports needed to support Board of Directors’ policy decisions and project approvals in the planning and environmental phases
  • Evaluates multiple recommendations for major transportation programs, develops alternatives, major complex financial and funding recommendations, and recommendations for Locally Preferred Alternatives suitable for transition of projects from the Countywide Planning Department to the Program Management Department
  • Manages employees who develop scopes of work for major planning and environmental contracts; resolves technical issues
  • Establishes, supervises, and enforces priorities of multiple, major work efforts for staff and consultants
  • Communicates Metro’s safety vision and goals; oversees the implementation of agency and departmental safety rules, policies, and procedures; and maintains accountability for safety performance of all subordinate employees
  • Maintains, supports, and promotes a safe work environment while complying with all of Metro’s safety rules, policies, and procedures
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Requirements For Employment

  • Bachelor’s degree – Public Administration, Urban Planning, Environmental Planning, Transportation Planning, Urban Design or other related field
  • 5 years’ senior management-level experience and at least 1 year of director-level experience in urban planning, transportation planning or similar discipline that includes direct supervision of staff
  • Master’s degree in Planning, Public Administration, Civil Engineering or other related field of study desirable
