Comprehensive Planner – Transportation

Department: Planning and Development
Qualifications:

Performs planning duties and all related functions primarily transportation planning, but also including subdivision and land development plan reviews, ordinance amendment reviews, grant administration, and map and graphic production. Implements assigned planning projects including, but not limited to transportation, community plan development and mapping. Develop and update transportation-related plans including but not limited to the Long Range Transportation Plan (LRTP), Transportation Improvement Program (TIP), Congestion Management Plan (CMP) and others as necessary and required. Analyze transportation-related data using data sets from federal, state and other sources. Design transportation surveys to identify areas of public concern. Recommend transportation system improvements or projects to the Adams County (ACTPO) based on economic, population, land-use, or traffic projections. Provide non-profit organizations and municipalities with assistance, including potentially grant preparation, on available funding sources for transportation related projects. Set traffic counters and analyze the collected data. Participate in transportation related training opportunities. Attend and participate in Traffic Impact Scoping meetings with municipal officials, developers, engineers, and PennDOT. May be responsible for the intake and review of all subdivision and land development applications, municipal comprehensive plans, sewage module plan and subdivision and land development ordinances as assigned.

MINIMUM QUALIFICATIONS FOR THIS POSITION: Bachelor’s degree from an accredited college or university in planning, geography or a related field with zero to two (0-2) years of experience required. Master’s degree preferred.

STATUS: FT / 37.5 hours per week
JOB GRADE: M-5
COMPENSATION: $20.92 / hour minimum
