This position assists with guiding and coordinating the technical aspects of transportation planning policies, projects and programs for the Wilmington Metropolitan Planning Organization (WMPO) and member jurisdictions.

Compensation & Benefits
Starting salary will be competitive and is dependent on the selected candidates’ qualifications and experience. A comprehensive benefits package includes participation in the Local Government Employees Retirement System and an automatic 4.5% contribution to a deferred compensation plan.

This is a professional and supervisory level position that provides support for the WMPO, which is the federally-designated Metropolitan Planning Organization (MPO) for the Wilmington urbanized area.  The successful candidate will be responsible for managing complex planning processes/projects and coordination and integration of a variety of planning programs, policies, services and regulations.  Duties include (but are not limited to):

  • Facilitate the annual WMPO traffic data program
  • Provide assistance with the preparation of roadway alignments
  • Review developer concepts and proposed impacts (TRC)
  • Review and coordinate Transportation Impact Analysis (TIA)
  • Participate on consultant roadway corridor study committees
  • Prepare cost estimates
  • Present to the WMPO policy board and Technician Coordinating Committee
  • Participate on corridor studies and planning studies
  • Participate in the development of lists of potential transportation improvement projects to be included in long and short-range plans
  • Participate in long and short range plans
  • Provide Technical assistance to WMPO member jurisdictions
  • Management of the MPO’s Direct Attributable programs
  • Engage in high level of interaction with the NC Department of Transportation
  • Participate in WMPO public involvement efforts, including conducting presentation to neighborhood, civic, business and community groups, as well as local governing bodies.
  • Capital project management
Education: Bachelor’s Degree or higher in Civil Engineering or related engineering field.

Experience: Three (3) years of experience in transportation project management and implementation.

Other Requirements: Certification as a Professional Engineer (PE) in the State of North Carolina and a valid Driver’s License.

Notes: Candidates with out-of-state licensure must be able to obtain NC licensure within 6 months of hire date.  Driving history check is required for the selected candidate.  Select candidate will also be required to complete a post-offer drug screen.

The ideal candidate will have experience in transportation construction project management; thorough knowledge of civil engineering principles, practices and methods as applicable to transportation systems; experience in working with local municipalities, NCDOT and other DOT’s; knowledge and experience working with AutoCAD Civil 3D; basic knowledge of Transportation Impact Analysis; excellent communication skills, both verbal and written; the ability to work in a team environment, including interdepartmental and multi-jurisdictional committees and organizations; ability to plan, prioritize and organize work and complete assignments with minimal supervision; excellent computer skills including Microsoft Office; and basic knowledge of Synchro and Sim Traffic programs.
