National Award for Outstanding Overall Achievement for a TMA MPO 

The Award for Outstanding Overall Achievement for a TMA MPO was awarded to the Pikes Peak Area Council of Governments in Colorado Springs for its Moving Forward 2035 Update RTP.

Their creation of a Google Earth website, which was featured in Planning magazine, included existing and forecast socio-economic data, ecological data, transportation needs, transportation projects, and information from collaborating agencies. The success of this effort can be seen in the jointly funded partnerships that evolved out of the Moving Forward Update process.

PPACG’s transportation planning efforts have been selected for multiple competitive grants and received various awards. As an agency, they have been cited for exemplary best practices and are recognized for the value of their ongoing contributions to the profession.

Outstanding Overall Achievement for a non-TMA MPO

The Award for Outstanding Overall Achievement for a non-TMA MPO was awarded to Chittenden County Regional Planning Commission in Burlington, Vermont for the execution of four significant achievements over the last couple years:

The first being the merger of the Chittenden County MPO and the CCRPC in June of 2011.

Later in 2011, during the Tropical Storm Irene, CCRPC supported the coordination of statewide local transportation recovery response for municipal governments with Vermont’s 10 regional planning commissions. CCRPC assisted with the recovery of the local roads under the direction of the Vermont Agency of Transportation.

In June of 2013, CCRPC’s development of the ECOS Regional Plan for Sustainability was adopted and funded through the HUD Sustainability Communities Grant Program.

And finally, their oversight and coordination of the Circumferential Highway Alternatives Planning Process, in which the CCRPC was charged with organizing a system to identify projects and planning activities that implemented the purpose and needs the highway was originally intended to address.

Outstanding Elected Official Leadership

The Award for Outstanding Elected Official Leadership was awarded to Suffolk County Executive Steve Bellone for his sustainable transportation and development vision Connect Long Island, and his incorporation of that vision into the New York Metropolitan Transportation Council’s planning process.

Connect Long Island was developed to address the challenges derived from an outdated development model centered on the use of the personal automobile.

This project is transforming the landscape of Suffolk County and Steve has shown true leadership in his efforts in integrating this ambitious and multifaceted vision.

The Ronald F. Kirby National Award for Outstanding Individual Leadership

This year, AMPO introduced the new Outstanding Individual Leadership award in Ron Kirby’s name. This award encompasses professionals that can be counted on to continue Ron’s legacy in his tradition of professionalism and commitment to excellence.

The first Ronald F. Kirby National Award for Outstanding Individual Leadership was awarded to Jane Hayse from the Atlanta Regional Commission.

Jane is a member of several professional organizations, and is a long-time member and current Chair of the AMPO Policy Committee.

Some of her professional accomplishments include her support in the formation of the Georgia Association of MPOs and serving as a representative on a FHWA/AASHTO international scan to understand the linkages between transportation performance and accountability.

Jane’s work on the ARC’s Livable Centers Initiative program led over 70 projects in 63 communities – totaling over $235 million – all funded to support regional livability objectives.

In 1996, Jane led ARC’s transportation planning assistance to the Atlanta Committee for the Olympic Games. Jane was instrumental in building partnerships and crafting strategies to ensure effective goods movement for the Games.

The Atlanta region is one of the most complex regions in the nation and Jane continually demonstrates great skill in finding innovative solutions.
